What does it mean when someone ends an email with take care and see ya later?

  Tough call. Presumably you are both single and you are trying to gauge a possible interest level from the said author. Don't read too much into it at this stage... At the very least this person cares for you on a friendship level and likes having you around. Hence the "take care" and "see ya later" part. If this is a girl that has written this you, I would suggest that at the moment she is thinking of you as more of a friend (unless there is some flirty overtones to other portions of the email she sent). This doesn't mean that she is uninterested though. She is probably more of a shy type and careful with who she opens up to. Basically she is learning if she can trust you. Don't let her down. If it is a guy who sent this email (as you don't make it clear anywhere...), chances are he does have some interest in you and he is building a raport with you to find out if you are at all interested. If you are, start letting him know and see where he takes it.
