Economics-the available funds/tax revenue for government/agency expenditure and the costs of policy solutions.Values-how a social problem is constructed and which solutions are culturally acceptable.politics-whose interests are challenged by social issues,which constituencies are pressing for action,is legislation needed or can existing institutions be reformed by presssure group activity.
