Why would a 1999 dodge grand caravan overheat if sitting in traffic but cool off when you turn it off or start driving faster?

    That sounds very much like your engine cooling fan is not working properly. With no fan operating, there will be no airflow through the radiator to cool the engine and coolant in the radiator until you begin to move. When you shut down the engine, of course, it will no longer produce heat and thus begins to cool. This is a fairly serious problem, so get it repaired sooner than later. Constant overheating is harmful to many engine parts, as well as to the engine itself. Also, forget about trying to use the air conditioner in this condition, it will only make the problem worse.
