Are technical professionals smarter than other professionals in other fields?

Why is Standardized Testing used for licensing of professionals admission to the barlicense to practice medicine etc but NOT used to pass courses or for graduation from college in other fields?

    As a college instructor I would say from experience in the classroom that if Standardized Testing were implemented all over the country in high schools and colleges, requiring students to pass a rigorous standardized exam over the material in each course, African Americans would almost disappear from high school and college graduation ceremonies. The proof of this is that African Americans have consistently failing scores all over the country in high school standardized tests for graduation. In my own classes I was obliged to teach computers to students who could not read above the 5th grade level and who depended on threatening teachers with giving them bad teacher end of course evaluations if they did not get the grades they wanted. The Academic Dean always supported these students because they were afraid they would sue the college for discrimination! American education is no longer truly based on demonstrated subject knowledge and from what I see today it is increasingly failing to accomplish what was intended.
