It's a micro-chip built into a toner cartridge. When the toner level drops below a pre-set minimum level - the chip signals the printer to inform the user that the toner is needing to be refilled. Once this action has been performed, the chip sends a 're-set message' to the printer, and it shows a full cartridge.
