Is This Considered "Black Hat" SEO?

So I thought I would see why and I noticed that there is a bunch of commented out text with the Keyword "ABSOLUTE" in it. Is that considered black hat seo?

Although Flash based websites at are a disadvantage SEO wise because they lack semantic markup and usually lack internal linking as well, they do still benefit from incoming links from other websites in addition to other factors like page title, etc.

How does "being silent" help the situation.  If you want to improve your communications with him, you MUST communicate.  Silence does no one any good.  He doesn't know what you are thinking unless you tell him.  He cannot feel free to share himself with you if you do not share yourself with him.

i do know that if the text on the flash site is static and not being gathered from else where adobe and google got together to make the flash websites searchable at all. but making all the content that static would be counter productive when they have to update it. but who knows some companies just have alot of money to spend.
