What software can I use to manage project documentation?

I'm looking for software to manage project documentation. I want to use it mainly for website design. I'm using MS word for documentation but I'm looking for something that will work across all pages. Example: I might need a certain page to cross-reference research information on another page. I need to scroll up and down in word and then back to the page I was working on. It's not very effective and time consuming as the documentation can become very complex. I've trialed Personal Knowbase which is great but it doesn't have a feature to add images which is need when it comes to wire-frames. [I've switched to using a program that I have called Axure which is a bit slow but works well]
