Can the Indian government collect information required for Aadhar card from passport office and significantly reduce manual information collection?

Passport office and PAN card databases already have information like identity proof and address proof of a lot of people. Why waste time and effort collecting the same information again from individuals? Individual Aadhar card information collection can be restricted to only people who don't have passports or PAN cards.

I thought exactly the same thing until I recently got my Aadhar card done. It is a tedious process, agreed. But unlike PAN and passport where only identity proof and address proof are collected, Aadhar project collects fingerprints and retina scans also. These scans make it impossible to just use the individual's PAN or passport information. Hopefully Aadhar becomes widely accepted and we need not take the pain of submitting these proofs again and again,
