Can anyone with experience on buying/selling on Ebay help out?

Are there any new/innovative startups that have built anything on ebay's api to help the shopping experience?

  Depends on your definition of consumer/buyer apps? We have created apps that are all very much consumer facing and all help facilitate a buyer transaction. We have cashback maps -- which gives a buyer a reward incentive if they are the first buyer in a zip-code or country. We have also just recently launched SalesClock which is a buyer-benefiting app.  Think K-Mart's blue-light specials. Finally, our flagship offering is MyStoreRewards.  Its the simplest buyer reward program on earth.  A buyer joins and from that point, any time they make a purchase from their seller -- they get a cash-back reward automatically with no further efforts. If you want to clarify what other "buyer" type app categories you might be thinking of, I can weigh-in on them.  I can tell you without hesitation that buyers do not and will not pay for an eBay app.  Period.  Every app I have heard about that was intended to be buyer paid-for has failed. The buyer apps you mention -- like snipe tools -- were originally paid for with  eBay affiliate payments.  However, the eBay affiliate program has made very significant changes to its program such that using it as a monetization option has all but gone away.
