How does one create a popup input-prompt that wakes the screen, overriding the lock screen in Android, like the WhatsApp popup but without root?

I am trying to create an app which has some features that I have been told only work with root on Android. But recently what I have found is that there is a workaround to that. My app would launch a full screen popup like that of WhatsApp but just full screen and it would launch that when the user double taps the volume down key on their phone instead of when the user gets a message like on WhatsApp popup. The WhatsApp popup on message requires user to either ignore the message or reply to it there only. I will have the user input information, but rather than sending it over an internet connection my app will save the data on the app's data folder as text file. I think this is fairly simple as compared to Whatsapp's message delivery over the Internet.

In my experience that's not possible without root but you can use an app called "ac display" check it out. Google it.!
