How can online ads like those on games still make money if the user playing the game doesn't have an internet connection?

How would the advertisement companies know that the ad was viewed since the device is essentially isolated when not connected to the internet? Or would it only be if the ad is clicked?

Answer:
No system is perfect - take TV for example - there are "indicators" and "reports" but nobody really knows how many people walk into the kitchen when the ads come on. Like anything else, advertising is part art part science - sometimes there's no "information" or "data" but that doesn't mean there isn't a value there.
