What is the best way to produce an ePub based ebook for viewing with a web browser?

Are there any best practices, guidelines, tutorials, or frameworks for using the ePub ebook standard to produce a document that is meant to be viewed with a web browser? Ideally, this would provide an experience that was appropriate for both normal browsers and browsers on tablets. While eBooks are often based on web standards they are rarely intended to be viewed with a traditional web browser. I'm wondering how to optimize them to be viewed in a web browser.
