The biggest reasons not to include header files in other header files are simple: If you change a header file, you end up recompiling more than you need to. A particularly painful example of this is if you have core commonly used header files for large projects that change often. Include header files in other headers as a last resort - including them only as needed in .c files is far more preferable from the perspective of keeping your compile times as low as possible.
