I didn't listen to the Elijah and Skilliam mix you posted but I'm 99% sure the song you're referring to is producer TRC's garage remix of the R&B song 'Freak like me' by Adina Howard (the singer you refer to). Don't think it was ever released but its on soundcloud here https://soundcloud.com/trcproducer/adina-howard-x-trc-freak-like-me . You can probably rip it off there.
