Latter. If you are a billionaire in China. You can have much more freedom than western middle-class, you can have happiness, you can have a beautiful wife, and you can have many people who serves you...Moreover, you can have a secret citizenship of a developed country, such as USA or UK.

A billionaire from India is : i) Constantly facing allegations of corruption, stashing black money abroad, funding illicit politics and crony capitalism. (How true they are, is another story) ii) Is worried about his taxes. iii) Has social workers and NGOs often protesting against him/his company/products etc. A middle-class citizen from Norway/other Scandanavian country enjoys: i) A high Human Development and Happiness Index. ii) Good quality food, healthcare, education and public transport for affordable prices (Sometimes free too) iii) Very little red-tape in travelling within Europe (in particular) and the World (in general). Countries and territories with visa-free or visa-on-arrival entries for holders of regular Indian passports For Indians, Orange - India Dark Green - Visa free Light Green - Visa issued upon arrival Blue - Electronic authorisation or eVisa Grey - Visa required prior to arrival For Danish citizens, Here is a mind boggling fact: One in every ten Icelanders is a published author. Not having seen either Norway, Sweden or China I do not have first hand information about life in those countries. That itself is a point in their favor. Money has never been my criteria for anything. Between china and western country, I am more comfortable with thinking of people in china (eastern philosophy), so western country wins on this account. Any western country is okay with me. If I were to leave comfort of India, the alternative should have challenges I have never imagined to exist. That should make life interesting for me. I am not an ambitious man. I love variety of experiences. I would rather enjoy life than achieve anything. Thanks for A to A Mohan.
