Why are the photos attached/embedded in email not allowed to be viewed publicly via image URL?

Why is the attachment storage location for the photo sent through a cloud-based e-mail service not also accessible via a web URL? That is, if I attach a photo to a Gmail message, why can't I also get a link through which people can access the image as a URL?

Answer:
Because free e-mail services have an expectation that the attachment will only be accessed once or twice. Not become an unlimited hosting of the file for public access. The bandwidth explosion of becoming a file host would quickly make e-mail a not-for-free service.
