Height is considered as a metric of growth and often attached to poverty and economic conditions of a country. I'm sure the 5'5"/5'0" numbers include the huge part of India's population that is in poverty and malnourished. So yes, maybe that is the true average, but the perceived average in larger cities is probably closer to 5'8"/5'3".

Forget the statistics , I observe things very closely ,I am the tallest person in my family at 188 cm, Elder brother 185 cm .Mother and Father at 172 cm and 180 cm respectively,In all the middle class and upper class families height of women and young girls nowadays is 162 to 166 cm at average and males are 172 to 178 cm at average. India is very diverse and has lot of different socio-economic groups. Some Indians will be decently tall 5'10" or more and then some are short.  500 million or more Indians live in abject poverty, those poor people barely eat protein and are super short like 5'4". But I remember in my college in Hyderabad, we had two classes of guys. Ones from city from rich families were much taller 5'11" or more and also meaty and stronger. The ones from villages or rural parts from poor families were at most 5'6" and thin and weak. Similarly in the Army, the rich ones were way taller. It all depends on the region you are talking about. My own family is short but our kids who grew up in US are over 6', even girls are 5'8". All men in our family born in India were 5'7" or short. Its all the food you get when you are growing up. Now India in 1990s was in dire economic straits so most Indians from lower income families growing in 1990s are shorter, now my nephews born and raised in India are at least 5'11". When we were Kids milk was a luxury. Now I made sure all kids in our families drink tons of milk. Results are astonishing, taller broader, bigger hands, bigger feet. Funny but my 14 years old nephew wears shoes size 11. I only wear 10. :)
