Answering my own question - The Phoenix hotel in Hakuba is a little further out but within walking distance or has a free shuttle service and very reasonably priced. http://phoenixhotel.jp/

I have stayed at Hakuba Panaroma.  Decent location, the bus shuttle to Tsugaike and Hakuba 47 resorts are directly in front of the hotel's main door. They provide a morning shuttle to the Hakuba Happo One ski slopes (not the beginners slopes though).  http://www.hakuba-panorama.com.  My review of my stay with them:  http://kidsonboard.net/blog/travel-moment/skiing-in-hakuba
