I worked for Saatchi & Saatchi LA for six years.  Fantastic group of people, especially the more permanent "staff" - as opposed to the creatives who tend to jump from agency to agency more.  It fits your bill almost perfectly.  Unfortunately, Toyota is moving their HQ to Texas and SSLA is most likely going to move there, too.

I seriously doubt if you could have it all in one single company, but there are a few names that come close to what you are looking for. In depth Google search can reveal the best names in the field at this moment. Blitz, RED and SSLA are all potent names with good pay. However, you will also have to prove your worth to become a part of their teams!
