I have a German IP, and use Google partially in German. Why do I get Google Ads for Smokey the Bear from the US forrest service, clearly targeted at US residents?

Answer:
The 'Smokey the Bear' PSA ad was likely provided by Ad Council and is being used to study display advertisings performance for retargeting. Likely, a website you visited placed a display retargeting cookie on your computer, a percentage will see the brands advertisement, a control group will see Smokey, and the advertiser will measure changes in performance to measure the incramental uplift from seeing the brand ads. It's likely they aren't restricting by region or IP, as it's driven (most likely) by an English website you visited.
