There are some nice plans available with different ISPs in India. Very high speeds (100 Mbps) are achievable. Its just that these come at a cost. They are quite costly. Not everyone can afford to have such a connection. When you say the average speed, also keep in mind the population of our country. 3G alone can't enable people to get high speed Internet access. Lots of other factors are there. Airtel is providing 4G network in some circles. How much of a difference did they make? The plans are simply too costly. Why aren't other network providers coming up with 4G? Because they have yet to recover from all that they have spent in setting up their 3G infrastructure. Most people are happy with 512 Kbps-1Mbps plans. That is enough for their day-to-day activities.
