Why can't Google and the NSA merge into one new organization?

Since they are both interested in gathering all the world's information and organizing it, wouldn't it just make sense for both to merge so that they can become more efficient and avoid duplication of effort?

Why would they merge into one organization is the better question. But to start to answer this, it is not part of the NSA's directive and the US would have to buy Google, which would never happen.
