Difference between 'Administrative policy' and 'Policy of Administration'?

Though it is a Public administration topic, I hope, people who are proficient in English can answer this. It is a matter of understanding the phrase correctly which I am unable to do. Those of you who know English may clearly understand the difference between the two phrases. I'll give you one example. The difference between 'development administration' and 'administrative development' is a) development administration - it talks about programs, schemes, rules and regulations that try to achieve development in a region. Development of a region can be achieved many ways, for example charity by NGOs, sudden discovery of valuable minerals in that region. But if any development results through administrative activity it is called development administration. Like if govt gives some part of land at free of cost to an industry in the region, charges very little tax compared to other regions which in turn gives this industry competitive advantage over industries from other regions, our industry will flourish. Meaning more jobs will be created and development of the region takes place. Here development resulted from an administrative act of govt (giving subsidies and so on...) hence called development administration. b) administrative development is improving the administrative efficiency of a department. Suppose there is a govt department which doesn't function efficiently, any measures to improve efficiency of this department is called administrative development. For example, come to office to by 9am and must be present till 6pm. Computerization of that department is one way to improve efficiency. Taking customer feedback, setting up complaints section are some other ways which come under administrative development. Can some one explain to me in the same lines the difference between 'administrative policy' and 'policy of administration'? Thanks in advance...
