Why are people crazy about consultancy job positions in data science and not that much in technological positions?

I was looking at Data science job openings in Europe on Linkedin and you can see at each open position how many people applied for the particular job... When it's a consultancy job, there is usually 50 to 150 people that apply for it but when it's a technological (more into programming) job there is only 5 to 15 people that apply... Is it because consultant jobs are much better paid, less stressful and more pleasant since you talk to clients comparing to more technological job when you usually don't talk that much to people but work on your own? ;-) It is similar in every field of IT (consultancy jobs more popular than technological jobs), not only in Data science, right?
