I have to design a different type of social networking website. What is the best way to make a deal with a web developer?

You can't and most good developers won't accept your offer unless you have enough financial resources. There are many guys who may have idea but don't have enough money or knowledge. So if you aren't so sure about your social network idea that you can't spend money then don't expect other web developers to work for free or less price.
