First try get internship. If you are from CS it would be easier. Also try studying for exams having a common syllabus. Like SSC, BANK-PO, etc. http://sarkarinaukari.com is a nice blog to follow here.

Well you have all that you need i.e. Engineering degree and the knowledge that is with it. You can apply to state as well as central government jobs. For state you can enrol and give exam held State Public Service Commision every year and for Central govt you can give the Engineering Services Examination held yearly. You need to crack the exam and clear the interview round. Mind you ESE is lot tougher than the state versions.Best of Luck

Apply for Indian Engineering Services, which is an administrative service specific to Engineering jobs in the Central Govt. cadre, similar to IAS, IPS, Indian Economic Services etc. This is an examination conducted by UPSC.Getting into this service is quite tough, but in your current situation you should be able to focus all your waking hours to cracking the exam and succeed in getting in.

If getting into central government is your final aim then you should start preparing for civil services examination and while doing that start working as well to support your family. If you want to give more time for studying then start working for at least part time so that there is some fixed income in your hand.
