What websites that exist are similar to PeoplePerHour, Elance or Odesk, but focus more on management or business consultancy rather than on web development or creative design?

I'm a regular user of PeoplePerHour but find it incredibly limiting as someone offering their services for consultancy. The whole site is a terrible 'race to the bottom', focussing on the delivery of dull, repetitive processes (logo design, setting up wordpress, blog-writing) which sellers want to commission at a derisory low market rate. There appears to be no opportunity for project management or product development consultancy; unless you're a creative or a programmer around 95% of the jobs posted there are irrelevant (and those that are left offer insultingly-low rates). Are there any other sites that don't have such a race-to-the-bottom, where businesses post consulting opportunities for more experienced non-creative/programmer types?

Try HourlyNerd. They are very new, focused on giving small businesses access to MBAs with management consulting experience for short term, cost effective freelance projects, but may expand to offer individual service and etc.
