I like what said in The BEST place to recruit is a WE'RE HIRING splash page or big red box  atop your home page that users can click X to get rid of. Because the  most passionate developer of your product is the one who also uses the  product.

Lean on your networks. Attend events/conferences which may or may not be directly related to what you're doing, in Malaysia and nearby (ie: Singapore). Go to user group meetings, not once to announce you're hiring but regularly to build and develop relationships with others in the industry. Join the user group mailing lists. There is a bustling tech community, you just have to go find it.

Most of the Malaysia are still depending on the conventional job boards for job searching. Rather than browsing from one job board to another job board which consume a lot of times. A new job search engine from Canada - http://my.neuvoo.com is available in Malaysia now. Go check it out and you should be able to explore all existing job opportunities in Malaysia easily. Plus, it is always good to know how many options you have before making any big decision.
