Why isn't the Android 4.0 web browser as smooth-scrolling, fast, and HTML5-compliant as Chrome, even on ICS?

  • EDIT: This question is moot/outdated now that Google has released Chrome for Android 4.0 Beta on 7 February, 2012, and has said that the much-superior Chrome will eventually become the default browser for Android, replacing the previous Browser app. Original question details: Web browsing is important for mobile devices. The browser in Android 4.0 Ice Cream Sandwich is improved on previous Android Browsers, but still lags in some circumstances, even on the dual-core 1.2 GHz TI OMAP 4460 and 1 GB RAM in the Galaxy Nexus with hardware-accelerated graphics/UI. Chrome is a fast, HTML5 compliance-leading browser, which runs on Linux and is focussed on performance and efficiency, with quick page loading, fast JavaScript performance (important for heavy pages), and smooth scrolling with multi-touch trackpads. Why can't Android implement all/most of the code and improvements that the Chrome team have worked so hard on? Surely this would make the Android browser better and bring the Chrome brand to a wider audience, helping its spread? It seems like such an obvious thing to do that it's astounding it hasn't yet been done! It seems reasonable to assume that many Googlers, including those on the Chrome team, use Android, and can see/get frustrated by this for themselves, compared to Safari on iOS. Android 4.0 Browser scores 256 + 10 bonus points on http://html5test.com/ less than Chrome 7's score in mid-2010, 18 months ago! Whereas Chrome 16 scores far better: 373 + 16.
