  According to the official Table Tennis Rule Book @http://www.ittf.com/ittf_handbook/2012/2012_EN_HBK_CHPT_2.pdf The playing surface shall be uniformly dark coloured and matt, but with a white side line, 2cm wide, along each 2.74m edge and a white end line, 2cm wide, along each 1.525m edge. There is no such restriction as such on the color of the table apart from it being dark in color with a matte finish to take off the shine from the table (who wants to get dazed by just looking at the table?). Having said that, most of the Table Tennis tables I have seen are blue in color although I have come across green and black tables too but with diminishing frequency. The objective is to minimize reflection in the playing environment, that's why they have laws specifying the intensity of light to enable optimum lighting (a bit on the technical side). In World, Olympic and Paralympic title competitions the light intensity, measured at the height of the playing surface, shall be at least 1000 lux uniformly over the whole of the playing surface and at least 500 lux elsewhere in the playing area; in other competitions the intensity shall be at least 600 lux uniformly over the playing surface and at least 400 lux elsewhere in the playing area.
