Which truck model is better?

What guidance do you have on insuring the provider and customer side of the "Uber for pickup truck rental" model?

• We are building a marketplace that lets anyone with a pickup truck to be available on demand through an app for any household goods hauling. We intend to position it as a product that caters to customers who use services such as U-haul to haul goods (such as furniture) that do not fit in the trunk of their car. We do not intend to be in the household moving business but are positioning it as a cab like service but instead of cab you are hailing a truck using the app. Other value propositions - You do not have to ask your friend for favors or pay high shipping fees for future day shipping at the stores on the platform. It will enable instant booking and you will get one helper and the pickup truck driver at the location of your choosing. Just like a cab  (or your friend with pickup) he will help you load/unload the good to his truck and drive the good home. We discourage the customers from riding with the driver to reduce the exposure to liability. Given that services that operate in this space are walking the grey lines from insurance point of view I am trying to get some insights on right way to think about solving the insurance problem. We are working with a insurance broker to understand the space so that we build a service that does not affect the pickup truck owners or the customers who use the platform negatively but am posting here to get any other considerations that we might have missed. The rules in the under 10,000 lb tow space is bit ambiguous since this is not a proper commercial trucking scenario. This is a state of Washington business at this point but any considerations we may have to have from operating in other states is more than welcome as well. Thanks
