About zero seconds. There is no up-front approval process, rather, Android Market operates under a take-down approach similar to YouTube. If your app violates terms of service, it will be taken down. But uploading is very quick and there is no up front review.

As Tom noted, there is no delay in approval, but you do need a developer account first, which Google may need to verify. When I signed up, it took less than a day to get approved. Note that this only applies for the initial sign up.
