How can you use Twitter Tailored Audiences with Twitter usernames (not just e-mail addresses) through a self-service tool or via API access?

The twitter blog posts seem to only refer to a bunch of full service providers or broader/heavy-duty (and expensive) tools. Although Mailchimp is a partner, they only allow targeting people for whom you have the e-mail address -- what if you want to target people for whom you've selected twitter usernames?

Answer:
You can create a Tailored audience using Follower exports to .csv. You can create target audience lists as well as 'negative' lists of people you don't want to target.
