Is it possible to install GRUB on a bootable flash drive, so I can boot into Linux installed on the internal hard drive only when it's plugged into the USB, but without it the system appears to just have Windows?

So either the flash drive is plugged into the USB slot, in which case grub2 allows me to boot into Linux on the internal HDD Without plugging in the flash drive, the system boots into Window just like it would if Linux was not installed.

Yes it is possible and I have done it. I did it with my external hard drive. Just connect your drive and install Linux to to the external drive like you do normally with the internal drive. Internal drive generally has the name sda and the next external drive has sdb and the next one has sdc, and so on. If you have only 1 external drive connected, you'll have sdb (assuming you have only 1 internal drive or else this will be sdc). While choosing to install Linux, just choose sdb during installation and also install grub to sdb only. Now when there is no external drive, your PC will work just fine with windows. If you want to use Linux, connect the drive and boot from the external drive like you boot from USB. Now you'll get a grub. Proceed with that. Another simpler method is, create a live disk either in a USB or an external drive. While creating this live disk, allow it to persist changes and specify some GB space for it to store the changes. Now when ever you want to use Linux, just boot from the drive or USB, select 'Try' option, if you are using Ubuntu or similar distros. Any changes you do will be kept and you can keep using it for ever. No traces are left on the actual machine.
