What is the different between low level language and high level language in a computer programing?

Is it possible to evaluate skill level in a computer language in a similar way to human language skill level determination?

    I'm honestly not sure we know how to measure language fluency, either, so definitely not.  Unless you mean can we judge it as accurately, in which case, yes. Personally, I tend towards Joel Spolsky's "smart and gets things done" mantra.  Anything else, you can pick up on the job.  And twenty years programming in assembly language is useless, if you're just going to look at me like a deer in headlights when I explain a bug. That, of course, is why the hiring process is so baffling at every company, and why it's so labor intensive for everybody including past colleagues. For what it's worth, exams in my classes are generally very difficult design questions.  I don't expect anybody to "get them right," so the difficulty lets me see what they actually understand and can pull together.  It's not perfect, but it has worked well enough.
