Why doesn't Google AdSense allow reports that cross-reference ad units to sites or site urls or custom channels?

It would permit owners/publishers on multiple sites to be able to track performance of specific ad units at the website level. It makes no sense to me that this is not possible.

It is better practice to start a different ad unit for position on different sites. In this way, you can see report for each unit on different site separately. Since different sites most likely have different CTR and CPC, Separating slots would also let AdSense optimize ad rotation better. Another problem with cross-reference report is that it has different measurement. For example, Custom channels track report by Page View, while Ad units report by Impressions. Cross-referencing report may not be practical in that case. DoubleClick for Publisher (DPF) has better report for AdSense and Ad Exchange. You can also try that option.
