How do I get my drivers license in CA?

If I get a minor traffic ticket in CA and my drivers license is in PA, how will it affect my insurance?

    Most insurance companies will assign points based upon their own rating system (specific to the violation).  The points that the state assigns could be different. If CA and PA have reciprocity, then PA should find out about the ticket. If not, it might not have an impact. Contact the PA Department of Motor vehicles for detail.  "Minor Traffic Ticket" is also a factor. What was the minor ticket? No front plate? Seat belt? Noise ordinance? Some won't show on your motor vehicle report at all.  Moving violations typically will.

Short answer: You're fine getting out-of-state speeding tickets with a PA license. PA does not record points for minor out-of-state violations on your driving record (such as speeding) but major things, such as DUI or reckless driving would transfer over. PA also does not assess points for in-state violations of "Failure to Obey Signs," so those don't get recorded on your record, although in-state speeding tickets carry points and do get recorded on your record. The form you referenced in your question specifically states: "Although reported to PennDOT, minor traffic offenses such as speeding, red light, stop sign, etc., will (NOT) appear on your driving record, unless you are a CDL holder. Points will not be assessed to your PA driving record when convicted of a point related offense in a DLC member state." Since the CA speeding ticket will not get recorded on your PA driving record (because no points are assessed and your record only contains violations that incur points), your insurance company will have no way of finding out that you got it (as long as you pay it and don't have your license suspended), and thus your insurance rates won't be affected. This is one of the great things about having a PA license.

DMV points are not the same thing as insurance points - insurance points can vary from company to company, or they can be mandated by the state, but can (and usually do.) differ from the points on your license.  In either case, as Bob said, it depends on what exactly the ticket was.
