How is Tumblr's queue implemented?

I'm not a Tumblr user, but I've heard a lot of complaints about Tumblr's queueing system. As someone who has built a a high performance queue, I'm curious to learn more information about Tumblr's system.

I find it works effectively and great. You add your content to a list Set xx:xx:AM - xx:xx:PM and how often to post from your list, and it automatically schedules times for when each post will be posted.
