If someone does a Master's abroad, and then returns to say the IITs (Indian Institute of Technology), or the IISc (Indian Institute of Science) for further Ph.D. studies, will it show as a backward step in the resume, even though he may have done good work in his Ph.D.?

And is the motivation or research environment in IITs or IISc good? I understand that 90% is how much you push/motivate yourself, but I'm little skeptical of the research facilities, access to good computing resources, and funding situations.

Please do remember IITs are NOT a research institutes. The research facilities in most IITs are poor and faculties are not very motivated (not all but most of them). Some are doing good research but there is a lack of funding and resources as such. You will be paid a meagre stipend as you would be an institute scholar at most of the IITs. The current rate is around INR18000/- for someone with an M.Tech/M.Phil. An M.Sc_ graduate would get around INR16000/-. But I do hear good things about IIT Gandhinagar though it is a new IIT. IISc would be a good choice. You can write to the profs there and visit the place to see the resources yourself. They are quite friendly and helpful. Or you can write to any of the PhD scholars there and visit them and the place. Whatever you chose, IITs or IISc, visit them before applying. You will get a better idea. Good luck.

Research at IITs will not motivate you as much as IISc. IITs are not research institutes and the research going there is at small scale. But IISc may be a good choice. You can visit there and can see yourself the facilities available there. However , talking about whether it will be a good or bad step for your resume than don't worry about it IISc hold a very good reputation not just nationally but internationally.
