    I have worked with teams in India, Israel, Sweden, Chile and now the Philippines.  I think the answer is the choice of firm depends heavily on your needs, location and the chemistry you have with them.  Culture matters. Different firms are appropriate for different types of work.  When dealing across time zones, firms that have a good overlap with the U.S. East Coast may not be suited to the West Coast and vice versa. Look for companies that have Americans or people from your country in management or leadership positions other than sales and who will be accessible to you.  A US entity will also make it easier to receive payment within the US. Agile vs Waterfall is a pretty huge distinction too.  Know which style of development you prefer and limit your search to firms that clearly use the same methodology.  If you have internal resources and staff, make sure that you use the same tools for version control and project tracking. In the end there are many factors and concerns in selecting an outsourced development partner.  There are many good firms out there and many more bad ones.  An exhaustive list would not be that useful without knowing more about the firms and your particular needs.
