What exactly is the meaning of a mother tongue in India if one's parents use different languages?

    I agree with here. Mother tongue is just your primary language. I was born to Malayali parents in Maharashtra, but grew up speaking English and Hindi much more than Malayalam or Marathi. I'm nonplussed at the mother tongue question too, but I usually give English that honor.

I guess Mother here refers to the place you are born "Matri Bhumi (Mother Land)" and so the Mother Tongue is actually the language been used in your Mother Land. Though in the era of globalization where entire world is a Global Village the most maxim, adage and saying  would be loosing direct relevance.
