Then, too you would not be able to sent an email as a message. But if you are talking about the email address then most possibly it has not been deactivated even though Facebook account have been deactivated because it is possible that user would have temporarily deactivated his/her account.

It would depend solely on the status of the email account in question. Or to put it another way... as the question is stated, Facebook has nothing to do with it. If you know the email address and send an email to it directly from your email, not thru FB, and if it is a valid email address, they would receive it. If the email address is no longer valid -they would not.
