Does the artist only get the commission when the artwork is traded between the artist and the gallery?

Does it have anything to do with the artists' commission when the following auctions, artwork trading, etc. make the artwork a much higher price? Only the investors get the money?

In the European Union, there is a Resale Right (or Droit de Suite) which requires a payment to the artist when a work of art is resold under certain conditions. California implemented a version of this right in 1976 but the California law was ruled unconstitutional in federal court in 2012. So in the US in the scenario you describe, the investors keep all resale profit.
