Wikipedia: Falun Gong is most frequently identified with the qigong movement in China. Qigong is a modern term that refers to a variety of practices involving slow movement, meditation, and regulated breathing. Qigong-like exercises have historically been practiced by Buddhist monks, Daoist martial artists, and Confucian scholars as a means of spiritual, moral, and physical refinement.[1] The modern qigong movement emerged in the early 1950s, when Communist cadres embraced the techniques as a way to improve health.[1] The new term was constructed to avoid association with religious practices, which were prone to being labeled as "feudal superstition" and persecuted during the Maoist era.[1][2] In other words, qigong is a modern concept that didn't exist in ancient China. The modern qigong movement is also created by the communist party of China because it didn't want qigong to be associate with "religious practice." If that's true, isn't Falun Gong one of those movements that were promoted by the Chinese government at first? Why do people still support this religion when it has a dubious origin?

I doubt that it was a creation of the Communist party in China. The government has been systematically spreading anti-Falun Gong propaganda and arresting and torturing practitioners since 1999, according to Amnesty International. As I understand it, the practice is banned and punishable by imprisonment or forced labor.

There was no reason to ban them from promotion early on. I mean, other Qigong practices got promoted too. Their practices appeared as innocent as Yoga (to outsiders they are just doing some exercise, though they will attempt to convert you if you keep practicing). An organized crowd of 2,000 got some TV program editors fired in Beijing, then a blackout against any negative media reports on the movement was made in Beijing. Probably a tactic mistake if this led Falun Gong to think they can suppress the press by organized protests. Of course, Beijing's order did not stop some scholars in Tianjin. A university was occupied for 3 days demanding retraction of a paper which an academic magazine refused. Then they thought surrounding the Communist party headquarter with 10,000 people was a good idea to get this resolved. The rest is history.
