Are there any low or no experience freelance jobs?

If I have no experience, should I apply to jobs that require experience? If so, what is the maximum number of years experience listed should I apply for?

    If you look at the same ad again, you will see that these items are included in the section of job description listed as preferred. The only requirement could be having a degree - or even degree equivalent in work experience. Which is basically not a requirement at all. Read it as a wishlist of that recruiter/company and not an absolute must-have. The ideal candidate does not exist - or rather s/he does exist but not willing to settle for such a pay-vs-workload combination. This is where you come in and explain that though you don't have those 5 years of experience, you have 3.5 years or no paid experience but you know as much as those people and you will take less than them. Again, it's all about how you present yourself to the company. If you come in, head held high and flashing your educational credentials, and say that you like to learn and this job will provide a perfect way for the company to have a solid candidate who'll be growing in the position and giving the job your all trying to impress the bosses instead of chasing the next best offer, you just might get hired on the spot.
