How to obtain railway reservation ticket individually through the Internet?

Is it right that railwiki (IRCTC login) railway reservation is free?

A friend of mine (who usually is a liar) told me that he won free railway tickets, with confirmed PNR, on railwiki. I tried to search for that website but I couldn't find one. But to my shock he, in reality, traveled on Rajdhani Express and reached Mumbai from Delhi, the next day. He must have purchased the ticket from some travel agent (as IRCTC availability was nil), but he maintains that it was from railwiki. Have any one of you tried railwiki irctc login for internet (e-ticket) booking.
