How are some companies getting away with duplicate content, rank very high on Google, and not get penalized by Google?

A company with 1000's of locations in the U.S., Miracle Ear, has exact duplicate contents for two (and more ) different domains and ranking very high on Google on keywords "hearing aid". I picked two locations; one in Dekalb, IL and the other in North Hollywood, CA The URLs are: https://www.linkedin.com/redirect?url=http%3A%2F%2Fwww.miracle-ear-dekalbil.com%2Flearn_about_hearing_loss.html&urlhash=AmH5&_t=tracking_anet https://www.linkedin.com/redirect?url=http%3A%2F%2Fwww.miracle-ear-northhollywood.com%2Flearn_about_hearing_loss.html&urlhash=YAtV&_t=tracking_anet Can anyone explain why is it OK to have the same exact content on different domains and still get ranked #1 or #2 on Google?
