Is there a way to create a searchable Google map with overlays to map different areas for reference?

Answer:
This is pretty easy to do. First, map all of your service regions in Google Earth/Maps with polygons. Then when a user searches for an address, Earth/Maps flies to that address and they will be able to tell from the polygons whether they are in the service area or not. If you have someone that can code in Javascript, you can use the API for either Earth or Maps (I suggest Maps) and then create a webpage on your site that does this.
