What do German Universities accept? IELTS or TOEFL?

I want to do a master's in Europe. Do most universities accept the GRE/IELTS? Is my decision of master's right as per my experience and situation?

I have chosen Europe because of the lesser fee. I did b.e in electronics and communication. I am confused as to take electronics(my bachelor subject hence little knowledge) or computers(my favorite subject but no knowledge) in masters. I am also experienced in SAP - Material management for 2 years. Do most universities accept IELTS/GRE? Suggestion would be useful.

Chiefly, not all the European universities are cheaper. GRE & IELTS are mandatory tests. Lastly, known stranger is always better then unknown stranger, in essence, Its better you choose course related to Electronics(Your stream) than the one which you fancy about & ironically have no clue about it. :) Hope this helps.
