Now, anybody who wants to pursue doctoral studies can have JRF if otherwise eligible in their discipline. Any person who qualifies for JRF, automatically qualifies for NET. So anybody who eventually finds UGC-JRF either through exam conducted by UGC or CSIR called UGC-JRF and UGC-NET (automatically) and if qualified for only NET called UGC-NET. And, anybody who qualifies for JRF conducted by CSIR called CSIR-JRF and NET, if qualified only for NET called UGC-NET, because eligibility for lectureship is a prerogative of UGC only and have nothing to do with CSIR.

Since there is already a long answer here I thought I could add a short one for quick reference. CSIR (Council of Scientific and Industrial Research) is a govt. organisation that conducts research in India. CSIR NET is the exam that it conducts to acquire people for research (PhD). UGC (University Grants Commission) is another govt organisation like CSIR JRF (junior research fellowship) is the amount of money that CSIR or UGC pays as stipend to the people who enroll for PhD. (16K plus 33% HRA which makes a total of 21 K per month)

Firstly it is not at all relevant to engineering researchers. #Copied Every year, huge number of candidates appear for the NET (National Eligibility Test). The test is conducted for determining the eligibility for college and university level lectureship and for awarding the Junior Research Fellowship (JRF) to Indian nationals for pursuing their Ph.D or research.Both these tests are held two times a year, mostly in June and December. But there are many candidates who are confused between UGC-CBSE NET and CSIR-UGC NET. CSIR (Council of Scientific & Industrial Research) and UGC ( University Grants Commission)are two National agencies. They provide the necessary infrastructures for research atmosphere.To work as a research scholar, it is desirable to qualify NET (NATIONAL ELIGIBILITY TEST) exam. For science fields (e.g Physics, Chemistry etc) this exam is conducted jointly by CSIR and UGC which is generally called CSIR NET exam.(http://www.csirhrdg.res.in/). For Humanities group subjects this is organized by UGC only (UGC NET).I am a science student so I will tell about CSIR NET only. When someone qualifies CSIR NET exam, he is eligible for either Junior Research Fellowship (JRF) or Lectureship only category (a JRF is by default eligible for Lectureship but a Lectureship only category qualified candidate is not eligible for JRF). Again the fellowship to JRF s are provided by two agencies CSIR and UGC depending upon ranking.For humanities research fellowship is only provided by UGC.Apart from the Net exams, one can also avail fellowships through INSPIRE fellowship program, GATE etc.

CSIR & UGC are bodies which fund scientific research financially. CSIR & UGC conducts NET exam together and gives scholarships to qualified NET JRFs, those who gets high rank gets scholarship by CSIR and others get scholarship by UGC, however the scholarship amount is same, there are some differences in medical and other allowances.But, yes UGC is not so regular and students waits for months to get their scholarships. Low ranker gets NET LS but don't get scholarship.UGC also conducts NET exam for ARTS stream separately also, but CSIR doesn't conducts NET for Arts students.Hope this helps
